Although World War I is over, there seems to be no fighting, and when Captain Hugh "Bulldog" Drummond discovers that the greed of bribery and blackmail undermines Britain's democratic tradition, he forms the Black Gang to find the perpetrators of such conspiracies. They set up a trap to lure the criminal brain behind these devastating attacks to England, and everything goes according to plan until Drummond, the bulldog, accepts an invitation to have tea at the Ritz with a charming American clergyman and dowry girl.
